American Seamen Destitute

An Atlantic Port, September 6 A. How nearly 100' American seamen, destitute victims of submarine sinkings. are" on the beach" near Amsterdam, Holland, making a living the best way they can and waiting for opport unities to ship for home, was told here to-day by Mr. James Potter, of Malden, Mass, who was a member of the crew of the Nor wegian steamer Kongali which was sunk by a submarine twenty miles off the Dutch coast last spring. Mr. Petter says he had to wait three months to get passage back to the United States, b-cause of the demoralisation of Dutch shippias.

INDO-CHINA STEAM

A general strike was declared to-day is all the munition factories in Cologne, where 90,00) workpeople of both sexes are employed. Three days ago the workers held a meeting in Cologne, and unanimously de- manded an increase of wages to compeusste for the dearness and scarcity of food. The military authorities refused the demand by telegram the same day, and the employees at once resolved tó cease work.
