The Russian buyer, on the other hand, if he is reliable, is «illing; to guarantee the payment in every way and generally through banks, but only part in a United States port, the other part in a Russian port. :: An American agent in Russia had an opportun- ity to place an order from a local cooperative society for 10,000 pairs of shoes, payable one-third with order, the other two-thirds upon arrival in a Russian port. The latter payment was guarant- eed by a local bank. He - was unable to accept this order because the manufacturer in- sisted on payment in full in New York, although as a matter of fact he could get a price that would easily make up the interest on deferred payment. Such instances result in a comparison between American and German methods that will make the Russians more willing to revert to old trade channels after the war unless more Americans are ready to offer the same service as the Germans, The American manufacturer need not grant credit without proper guarantee, but the Russian market cannot be held permanently without the granting of credit at least to the extent of part payment in à Eussian port. It is the belting unless a certain understood that the cases cited do not represent the practices of the majority of United States BI- porters, but they are more numerous than they should be, and each experience of this kind weakens the reputation of the American business man in Rusila..
