London, September 28, Reuter's correspondent at Petrograd says that the All Euwia Democratic Conference has opened. Twelve hundred delegate', including all the Provisional Ministers, were present, headed by M. Kerensky. Several diplomata were among the spectators, M. Tobeidze, inaugurating the Conference, said that the reason for the Conference was the grave condition of the country, M. London, Sept Field Marshal Sir Douglas Baig, in a com atates:-Despite the mistiness and strong, west, aeroplanee all day long

Reuter's correspondent at British Headquarters saya :---- It is remarkable that a year ago we were fighting day after day for objectives on the Somme ridges and it could seldom be said that a definite operation was really finished, whereas recently objectives tackled in the morning have been secured. by evening at latest. The officer prisoners, as were those of last week, are most depressed and confess their conviction that: Germany cannot continue much longer because of the serious" shortage of man power. A similar belief in the ranks is evid enced by the readiness of bodies, especially Saxons, to surren- der, while generally it in felt that the entry of America is fatal to the Fatherland. The thoroughness with which the artillery searched the ground made resistance in blockhouses and shell holes less than anticipated. Spiping is increasing owing to the favourable conditions. On all hands we-hear enthusiastic praise of the work of the Australians. The latest new ibis morning is that these irresistibles have advanced afresh near the south end of Polygon Wood. The little used rifle is their principal weapon. The Anzace while advancing on one part of their front encountered advancing Germana but our creeping curtain fire forced the enemy to fall back on his own barrage suffering beavily.

Misleading German Keports.

London, Sept. 27. The War Office points out that the German communique states that we gained lass territory on the 28th than op the 90th. An issue is to be tande of British National Five per cent. War Bonds at the price of £100 repayable on the 1st October, 1022, at £102, in 1924 at £108, in 1927 at 2103, and ' Four per cent. MORE SWEDISH DUPLICITY.

Mexico City, Sept. 27.

It is stated on good nuthority that investigation shows that the passage of German code messages between the German Legation here and Berlin via the Swedish Legation. ha extended as far back as, the early part of 1816. It is also stated that the messages were not confined to despatches. from: Eckhardt but consisted partly, of messages from the Berlin Foreign Office which were, transmitted through the Swedish Legation to Erkhardt and antywyed by the same- route.
