In accordance with this resolution the Shipowners Association on Sunday addressed. a very long memorial to the Ministers of State concerned setting forth the reasons why the Government proposal should be opposed. The gist of the memorial is that the proposed Government control of shipping check the is calculated to development of Japan's shipping trade; that the restriction of freight rates does not necessarily serve the purpose of regulating the prices of commodities, while there can be no necessity for prohibiting selling or chartering of vessele to the Allies; and that the destructive effect on the ship- ping business which is bound to be created by the proposed-control of shipping by the Government will cause a practically irrevoc- able debacle on the money market. with manifold economic difficul- ties.
