Coffee in the Prize Court. Twelve thousand bars of coffee, seized on the KronprinzeSJON Victoria and a dozen other ships, wers the subject of an application in the Prize Court recently, Thê coffee was stated by the Attorney- General to have been shipped by the largest coffee-house in the. United States, Messrs. J. Aron and Co., who before the war did practically no business with either Scandinavia or Russia. Since then their business with these countries had reveloped to a very remarkable extent, but the Crown submitted that the coffee exported was all intended for Germany. The hearing adjourned.

The Congestion of Cargo ia Kobe. The question of the congestion of import cargo in the port of Kobe is again to the fore, 86ys the "Japan Chronicle" of august 3. It will be remembered that from the latter part of last the year to February las congestion was most seriously about felt, amounting to 130,000 tons. The situation b since been appreciably bettered, but now another serious congest- ion is reported, and the cargo awaiting landing is estimated at 1000 tons. The railway service, warehouse equipment, the de- creased efficiency of coolies, and various other reasons are re sponsible for the congestion, but the main cause is said to be the increased arrivals of iron goods and foreign rice. As larger ship- ments of these goods are shortly expected, it is feared that the siuation will become worse. an example showing the deceas ed efficiency of the coolies, the sub-manager of the Tokyo Soko says that formerly almost any of the coolies could carry one bag of foreign rice, weighting from

North American and South Sens Freights Raised.
Says the "Japan Chronie's" of Aug. 1-The Department of Communications, under date of July 28th, granted the application made by the Nippon Yusen Kaisha, Toya Kisen Kaisha, and the Osaka Shosen Ka sha, on. June 27th-last, for an increase in the freight rates for the North American lines subsidised and directed by the Government. 1 he date of the operation of the increased tariff has not yet been fixed, but it is expected, that it will probably come into effect from August 1st next. The freight rates to the coast of North America and Canada have been": raised in respect of 115 different articles, the increase ranging from 5.9. per cent, for oranges to 71 per cent, for bean-cake. The average increase ranges between 20 and 30 per cent Of the 115 articles affected, the rates for 23 have been raised by′10 or 20 per cent, and for 59 others by 20 or 30 per cent, while the increase
