the subsidy to other lines of the company which are in greater need of Government protection. These lines are the services to South Africa and South America, which the company has been maintaining since last year, and also the lines contemplated in the South Seas and Chinese, waters. The Kobe paper learns that in the application addressed to the Government the Osaka Shossd Kaisha points out that the basis of Japan's services in American waters has become unassailable, and there is no osuse for appre- hension even if there be a tremendous competition between the Powers in the shipping trade after the war in over. The case, however, is otherwise with the services in South African, South American, the South Seas, and Chinese waters, which have been either inaugurated or extended by Japanese steamshipcompanies since the European war 'started. Mr. Uchida, Vice- Minister of Communications, in a Press interview, sayı:- "Though there are rumours that. the Osaka Shosen Kaista has asked the Communications De- partment to allow it to withdraw from the subsidized line in North American waters, the Depart "ment has never received any such application. Even if there be such a request in future, the Government can compel the company to keep up the service until the end of this year, when the contract expires. Thereafter the company is free, but it goes without saying that it can not act at its own free will. for it owes a great deal to Government protection. Should the company take independent action, in the event of the Government thinking it necessary to maintain Д subsidized North American line for next year, the Government wi'l try to set up new regulations designed to produce a result, similar to the maintenance of the present directed service." Com- menting on the subject, the “Jij?”* says that time was when it was generally believed and admitted that the Nippon Yusen, Osaka. Shosen, and the Toyo Kisen Kaisha lived solely on Govern- ment protection. They tried every means to increase the subsidy even by a sen. The present action of the Osaka Shosen Kaisha in refusing a subsidy therefore is a new departure, at least on the face of it. If, however, continues the "Jiji, the steamship company has taken the act on merely from a business motive, that is, to obtain. higher freight rates, it do›s not necessvily merit admiration. The Government contemplates readjusting the subsidy system, and the real object of the Osaka

"I refuse the subsidy where
¡unnecessary and to ask for it. where necessary. This is quite reasonable from a business.point of view If the company gets a subsidy for its bouth African, South American, and Australian lines instead of for the North American service, it will be able to increase its profits by a great deal. On the Puget Sound route there are practically two sub- sidized lines, one belonging to the Nippon Yusen Kaisha and the other to the Osaka Shosen Kaisha.* Thin doubling of the service might, have been avoided at the outset with advantage. It is not known what attitude the Nippon Yusen Kaisha will take, but the action now taken by the 0.8.K if it materializes, may be said to be advantageous for the nation as a whole as it will do away with the superfluity on the Puget Sound line.
