United States War Risk
Washington mailadvioss report that Mr. Adamson, chairman of the Home Interstate and Foreign Commerce Committee, has filed the report of the committed on the bill to amend the War Risk Insurance Act. The committee recommended that the bill, be
passed by the House at the earliest practical moment. As a part of the report, Mr. Adamson included a communication signed by Mr. W. N. Davey and Mr. Hendon Chubbo, of the Advisory Board on War Risk Insurancs, This communication stated> "The purpose of this bill is to create an insurance, the premium to be carried by the shipowner, protecting the masters, officers, and crews of American Vessels engaged in sailing through dangerous waters against loss of
a
life or personal injury caused by the risks of war, and to give them compensation should they be detained as prisoners by the enemy, to assist in the prosecut- ion of the war by providing the fullest facilities for insurance against risk of war for vessels and their cargoes destined to countries at war with Germany," to supplement the existing insur- ance market, stabilisé rates, and, as a consequence, assist the foreign commerce of the United States." With these ends in view the bill, if enacted, would make it possible for the United States to enter into
reciprocal reinsurance arrangement with countries which are at war with Germany. Increased appropria- tions are sought by the bill which are deemed very necessary, and some other slight changes in the law are sought which in the light of experience and the increased scope of the bureau's® operations are considered essen- tia'. Accompanying the report was a statement showing the enormous amount of business now being done by the bureau. Explaining the operations of the pooling or reinsurance provisions contained in the bill, the report Assuming that United States gave the following example- products to the value of 20,000,000 dols, were to be shipped to Italy, one-half by five American. steamers, and one-half by five .talian steamers, under the existing arrangements our ship- pers would be able to protect himself against war risk for the full amount of these shipments

compensation law. This law antedates the war and applies only to the grades on shipboard receiving the lower remuneration, This insurance is paid for by the shipowners. It provides for a lump sum in case of death, this aum representing an amount equal to the last three years' earnings, but not less than £150); nor more than £300. This compares with the plan, provided in this bill, where the amount of compensation in the event of "death is fixed at one year's earn- ings with a minimum of 1,500 dois, and a maximum of 3,000 doan being in efoot 1500 đói. indemnity for lows of life or for total disability for majority of the crew, anthemajority ofthe crew's annual earnings are less than. -1,500, dole. a year and a yULTA, eamings for those whose earnings. aro in excess of this 1,500 dola
