To Fortify Panama Canal, Recent Washington mail advices sayA communication has been received by the House from the War Department asking for an appropriation of $428,900 as an emergency appropriation. to be used in fortifying and ctherwise protecting the Panama Canal and canal structures Mr. Baker said: "This appropriation is imperatively necessary for the military protection of the Panama Canal and canal structures' precipitated by the interruption of diplomatic relations with Germany and resultant declar- ation of war. The appropriation is recommended by the com manding officer of the Panama Canal and cauál zone and by the Governor of the, Panama Canal, and it is extremely urgent that these funds be made available at the earliest possible moment. This estimate has beer presented to the President and he has approved of its submission to the Congres," The description -

requested accompanying the appropriation carried the follow ing note:The abre estimate is to cover the unforeseen expenses made necessary for the military protection of the Panama Canal and canal structures precipitated by the interruption of diplomatic relations with Germany of February 3, 1917, which resulted in the declaration of war later. German Brutality to Turpedoed......

The following is another authenic story received from the chief Irish superintendent of the British and Foreign Seilors" Society regarding German brutality to helpless merchart seamen:--The men ofthe German submarine took one of the two ship's lifeboats to get aboard the steamer Refugio on June 12, and when they had done with it kicked a hole in its bottom, which the steward afterwards plugged with his shirt and divided the crew of 36 (five Spaniards, two Arabs, five blacke, and 24 British) into the two hoats. The weather was very rouzh and wet, and the exposure and want of water soon told upon them. The two boats bad to be kept together by towing, but the rope broke owing to the bears Fea. The captain's boat was heaving straight to sea and sailing fast when the steward (Mr. W. R. Wilson) in the second boat swam to the captain's boat in the darkness of the

all found them exhausted and in a stupor and woke them up. got the boat turned in the opposite direction (S.E.), and rowed towards land. It was a fearful effort and one died from exbaustion. They soon sighted land, and one boat got eshore. The other 'hoat was drifting against the rocks when a crew.organised by Rev. A. Monro, assisted by Dr. O'Doherty and the cost- guards under Mr. F. J. King, coastguard's officer, and a mem- ber of the Sailors' Society Local Committee, brought in the poor fellows to land. The men were helpless and could do nothing, many were unconscious but will ing hand soon gathered and assisted the men from the boats

The 25 su vivor were taken under " the care of the local branch of the British and Foreign Sailors' Society. The society, as usual, supplied food and fresh outfits to the poor worn-out men, some of whom were still in a dazed con- dition, and glad to lie down. All except two were able to travel next day for Liverpool. The two had to remain behind for a few days, as ope (a black man from Jamaica) was too ill to leave, and the other, by doctor's orders, elected to stay with him. It is understood the Refogio, owned by Messrs. John Cory and Sons, Cardiff. fought the submarins for 214 hours, acd if the men could have kept it up just a little- longer they might have been victorious. The captain became really raad as the result of the experience, and the steward was compelled to take command. The crews from atout 350 torpedoed ships have been received into this society's care.
