out of certain merchants re- exporting to China Indian cotton imported into Japan under à specially low tariff agreed upon between the Spinning Association and the steamship companies concerned. This tariff aims at protecting the spinning industry of Japan. By importing Indian cotton originally imported into Japan under the special tariff China gains about Y5 per bale with direct when compared importation from India via Shanghai. This, the Epinning Association holds, is agzinst the spirit of the special tariff, and it Tues demands that the re-exporters of Wo such cotton should be made to Thur pay a penalty of 75 per bale, It is very doubtful whether the SAL Cotton Merchants" Guild will meekly accede to the demand, 5- and further complications are... feared.
