AS SISTINO SUfferers from RAIDS.
London, July 14.
The Prime Minister, who was accompanied by General Smuts, informed a deputation that the Government accepted the prin ciple of antional responsibility towards sufferere due to raids other than enemy attacke in the United Kingdom.
London, July 14.
Mr. Lloyd George, replying to a deputation of London Membera of Parliament, admitted that there was a special case for the defend- ing of London, but the safety of the soldiers at the front must be pat Bret. If anyone said to the contrary, let them find another Govern ment. He had absolutely no hesitation in supporting the claim of the Military Advisers that the soldiers at the front must have the first demand on our resources. Mr. Lloyd G.orge referred to the falsehoods which had best disseminated, including the allegation that squadrons here were sent to Francs against the advice of the Military athorities. On the contrary, they were sent at the pressing request of Field Marebel Sir Douglas Haig, whom all the military advisers supported, and the squadrons were sent back in the ordinary course of their duty. Civilians were que aware of the removal of any equsdroos, whose mov6- mens were parely military. Also, the rumour that seroplanes at Hendon were tampered with and unable to second was a pure invention. Mr. L'oyd George emphasised the urgency of having swarms of asroplanes at the front to detect the enemy's positions. It ..Was davoid of London Batrae that farther

Adducing instances from France, he pointed out that four were brought down out of twenty-two which was a higher percentage than the example of two cut of eighty-four by French raiders recently. Whether better mas can be made of our aircraft is another matter. The Jabinet had decided that he had and General Smats would under- jake an investigation to defend London, and all practicable steps to improve the defences of London were being taken.

GERMANY'S CHANGING FORTUNES OF WAR
London, July 13. Mr. Balfour, at the Mansion House, replying to the toast of kis besith, asid that the Treaty of Berlin escared temporary peace, but its character was artificial, because it did not take into account the great populations concerned. The next congress will not be in Berlin and will have a bappier result than con- greeses in Berlin and Vienna, for the territorial arrangements in Europe will carry with them peace and permanent security, because: they will be based on the will of free peoples. The result has been that one free country after another bas throwa ia ite lot with us, and so I think it will go on to the end which, near or far, is inevitable, for the world will not bow the knee to the ideal of Kultur Leasehold Property, situate at Jomination. Mr. Belfour concluded by emphasising the incalculable Fanling and known as Lot mord and material strength of the assistance of the United States, 1862; in District S In New who did not desire to share in any operations except those in the
