GERMANY'S CHANGING FORTUNES OF WAR.
How It Affacts German Alms and Speech,
London, July 13.
Mr. Balfour, at the Mansion House, in replying to the City a congratulatory address on the success of his visit to Amerios, ssid that it was interesting, sað almost smuring, to s ovaio, to observa how German simu had changed with the changing fortunes of war, Germans were now, through an obedient Press, trying to persuade the world that they were engaged in a defensive war (laughter). that the world in 1914 came to the conclusion, from most "Barrow, most selfish and most wordid of motives, that that was the time when Germany should be crashed and that at the present time bordes of hungry plunderers were attacking this innocent, pesos-loving nation for purposes of aggrandisement. That was the legend now being spread in Germany and neutral countries. & more preposterous and ludicrous doctrine was not conceivable. Let anyone who wanted to know the spirit animating Germany before and during the first months of the war read the German leading articles, and, above all, study the German preschern of that date: But be would give a camarate instance. When it dawned on GermBE stateemanship that Britain would not allow France to be crashed, it tried to buy off Britain by impudently suggesting that if Germany were allowed a free hand she would guarantee that French European territory would not be diminished. "The natural question asked was What exactly do you mean? Will von guarantee the French Colonies?" "No." was the German reply *we will not guarantee that." Even a child could see what that meant-namely, that a victorious Germany might imposs any indemnity and any Commercial Treaties and, in addition to making France helpless and subservient, all the French Coloning were to be st Germany's disposi, That, added the speaker, is all on record: let us hear no more of Germany fighting only for self-defence. Germany would never be able in our lifetime to shake of the load of hatred and diagnst which, not merely her sims but her methods, excited.—(Uhse19).
