Sh Ippers* Difficulties.

The Manchester Chamber of Commerce and the Manchester Association of Importers and Exporters being content to remain inactive in the matter of war risk insurance rate and cognats matters, a movement was started by a number of shippers, with the result that a deputation was received recently at the Board of Trade Offices by Sir Albert Stanley (President) and several prominent Government officials. This was the outcome of the petitions put forward a short time ago by an anonymous shipper and later taken over by a committee appointed by the signatories to the petitions. As which passed between the Com- the result of correspondence mittee and the Board of Trade, «za Sr. Albert Stanley expressed willingness to receive a small deput tion. He was accordingly waited upon by Mr. Jonathan Taylor John Taylor and Bons, Limited. Manchester), Mr. C. E. Britton (C. H. Britton and Sons.)," Mr. C. Walter Jones (Dickeson, Jones, and Co), and Mr. L. H. Rawroa (secretary of the Com- mittee). Mr. Taylor, who was sppointed spokesman, in in- troducing the subject, laid particular emphasis upon the following points:-) The necess ity of establishing the war risk premium and maring it sabject to alteration only after five or six thonth nonce; (2) the similar necessity of es ablishing freight rates: (3) the desirability of affording financial facilities to shippers whose capital is locked up by reason of the accumulation of cargo at the docks Each member of the deputation spoke, and the position was fully explained. In reply, Sir Albert Stanley expressed bis pleasure at receiving the deputation, and his appreciation of the inform- ation given to him is attitude wis entirely sympathetic, but he said he teared that, as at present advised he could hardly see how the Government could concede in their entirety the points appealed for by the deput stion. He readily conceived the difficulties of the situation in which shippers were placed, and u dertook to give further con- aideration to the posibility of stab'lising the war risk premium. and ocean freight rates. As to affording financial facilitia to shippers, he feared that was somewhat outside the scope of the Govery meat, and, he could not give much hope thst Govern- ment actio. would be taken." On the other hand, he warned the deputation that the position would probably become worse in the future. The scarcity of tonnage was becoming more.. pronon ced, and he advised those engaged in the export trade to: conduct their business with caut- ion. In his anxiety to help shippers to the best of his ability, he undertook to investigate whether it would be possible to give particulara month by month of the tonnage available. The members of the deputation readily agreed that this would be of

He further informed the deputation that if it should be found possible from time to time. to facilitate the export trade the necessary action would be taken by his department.
