Scathing Exposure of German Alms.
London, June 10. According to Reuter's correspondent at Washington the follow- ing in the text of President Wilson's communiostion to the Russian Government, which the American Ambassador delivered at Petrograd:

Those objects have been very mask beclouded during the past few weeks by mistaken and misleading statements; sod the isenta at stake' ars tremendous, tro signifiesat for the whole buman race to permit any misinterpretations and misunderetendinge, however slight, to remain uncorrected for a moment. The war has 'began to go against Germany, and in their de-parate desire to escape inevitable and ultimate defeat, those in authority in Germany are asiaz every possible instrumentality in utilising and even is flaencing groups of parties among their owd enbjects, to whom they hard never been just or fair, or even tolerant, to promote propagand, on both sides of the ses, which will preservs for them their iteace at home and their power abroad, to the andolag of the very men they are using
The position of Americs in this war is so clearly saved that Do man can be excused for mistaking it." She seeks no rasterial profit or aggrandisement of any kind. She in fighting for bat for advantage or selfish object of her "owa, the liberation of people everywhere from the aggressions of autocratic force. The ruling classes in Germany have "recently began to profess a like liberality and justice of purpose, bat only to preserve the power they have set up in Germany and the elfish advantages which they have wrongly gained for themselves and their private projects of power all the way from Berlin to Bag- dad and beyond. Governmeal alter Government have, by their induene, without open conqust of its territory, been linked together in a net of intrigue directed against nothing less than the peace and liberty of the old. The meshes of that net must be boken, but they osnoot be broken unless the wronga already done are undone, and adequa's messures must be taken so prerect it from ever sgain being rewoven. or repaired. Of cours the Imperial German Government and those whom it is using for their own andoing are seeking pledges that the war will end in a restoration of the status quo ante. It was the status quo ante out of which this iniqitons war issued forth and the power of the Imperial German Guvernment within the Empire, and its wide- apread domination and infa-ces outside that Empire. That status must be altered in such fashion as to prevent any such bideos thing ever happening again."
