Harry Thaw Found to ba Insane Now.

Harry Kendall Thaw, slayer of Stanford White, has been adjudg ed a lunatic. Under the law be was taken to New York to stand trial ca the charge of assaulting a Kanese youth who accompanied him on a recent western trip. He was indicted by the. grand jury on the charge, but when found. with his wrists' cut, îâ Philadel- phia, the question of bie sacity was again brought up. He is being placed in the State insane skylum. Since his excape from Mittenwan and the subsequent Ingal proceedingi he has been free.

Russell Frampton, British resident in Beoul, with the Fourth Clase Order of the Sacred Treasure, Mr. Frampton, the Seoul Press remarks, arrived in Chosen at the end of 1900 to asan me the post of Head Master of the Corean Government E-- glish Language School which later on formed part of the Government Foreign Languages School, but when the latter insti- tioä was closed after the annexs- tion he was at o: ce appointed English teacher at the Japanese Middle School in Seoul. He retired from the Middle School this spring, and the Order just i conferred on him is evidently s token of Imperial appreciation of -the valuable services rendered by *him in that school.
