IMPERIAL RECONSTRUCTION.
London, May 17. The Times, commenting on General Smuts' speech says:—He had, we may conjcture, his fall share in the bappy establishment of-cordial realtions hatween the representatives from the Dominions and Indis. General Smuts, had not entered into the possibility of more complete constitutional developments for the Empire. He agreed to a special conference after the war to settle the problem, and feels, no doubt, that it may be left there for the moment. We are not disposed to quarrol with this dispration. The people of this -country would do well to reserve judgment on that matter and pay grave attention to what General Souts said about the fature Becarity of the Empire. There is real nsed for his reminder to bear in mind not merely Central Europe but the British Empire when the peace settlement comes There is a tendency here to concentrate upon the problems of Europe and leave the rest of the Empire to skift, more or less, for itself. This will not do say longer, and General Smuts is absolutely right to tell us so frankly.”
