ADMIRALTY REORGANISATION.

London, May 5. Admiralty reorganization is the topic of the press: The "Times" says:-Admiralty Jellicoe's position in future will correspond to General Sir William Robertson's at the War Office. He will be the chief of an enlarged and reconstituted War Staff including younger officers of the Fleet.

The Daily Mail" demands restriction of the powers of the civilian element at the Admiralty," otherwise. the work of the new War Staff will be obstructed..

The Daily Chronicle" urges closer to ordination be-

tween the Admiralty and the Shipping Controller.

The Daily Telegraph" and "Morning Post" denounce agitators for exploiting public anxiety regarding submarinism to incite distrust of the Admiralty, which enjoys the full confidence of the Navy.

Me: Churchill in a letter to the "Times"

compares "the paralysis of the naval ofensive due to a senseless outery about the loss of a few obsolete ships with the "continuous agressive action maintained by my regime at the Admiralty."

UNSETTLED RUSSIA.

¡Disorderjia the Streets,

Petrograd, May 5.

The streets yesterday at noon were again filled with excited crowds discussing the situation. The majority de nounced the pacificist, agitation.. Suddenly a large band of so-called Leninists, who are pacificista and against the Gov-. ernment, appeared marching up the Nevsky Prospeckt. "A collision, occurred at the cross roads, the partisans of the Government, including many soldera, endeavouring to seize the Leninist flags. Some of the Leninists fired rifles and several of the Government supporters were killed or founded, but the Leninists finally dispersed and the streets were picketed, crowds cheering the Government

Riots in Germany

Amsterdam, May 5. Persons returning from Germany report that recently serious riots took place in several places. Sixteen hundred people in Maaz pillaged shops and smashed windows. The troops fired, killing eight and arresting five hundred. The bosub factory workers at Mannheim struck work for several days until they were assured that their bread ration would be increased.

PRESENTATION TO REGIMENTS.

London, May 5.

Princes Alexander of Teck, at the Colonial Office to-day, presented a Union Jack and a shield, the gifts of the women and children of Great Britain, to sach of the following regiments-The British West Indies Regiment, King's African Rifles, West Airican Frontier Force, St. Helena Volunteers and the Somaliland Camel Corps.

Mr. Walter Long said that insufficient recognition was sometimes given to the men fighting in remoter parts under conditions climatic and otherwise which made their cam- paigns in many respects more arduous and more terrible than battle grounds closer at home. All thanks were duc to the gallant part they had played. Mr. Long proceeded; They must also think of those men in the overseas possES: sions who were eating out their hearts because they were not allowed to participate in the fighting. They cannot be allowed to go because they are needed for the government of the colony in which they live. They have begged and implored to be allowed to go. Indeed, in some cases dis ciplinary measures have had to be taken regarding men who defied authority, the Colonial Office preferring one kind of national work to another. Of these men who are serving the country in many different capacities I am cop- fident you feel, as the Colonial Office feels, that it may he said with equal truth they are doing their duty equally with those who are the fighting line. Mr. Long concluded

by re-emphasising that fighting for freedom is everything that makes life worth living.

The flags and shields were received by Mr. Walter Long on behalf of the respective regiments.
