With the steel trade so busy that it was unable to pay much attention to the prospect of ja general railroad strike, it can- not be expected to devote much time to a study of the Steel Corporation's annual report, as just issued. Comment is, made, however, on one - utstanding för- ture of the Corpo atica's book- keeping; that in a year in which tie eiraings were more than - double those of any previous year, not one dollar was appropri ated from surplus auniegs for new construction. The new con- struction occurred, there being $55,000,000 of expenditures chargeable to property acc.unt. but the portion that was not taken care of by depreciation funds. etc., was left as an increase in the ¡property account, while the bok surplus was increased by more than $00,000,00. In 1937 the expenditures were approx mataly the same, but they wer: chiefly by appropriations previously made from surplus earnings. The view taken is that this procedure rep essats a policy of deferring until the close of the war, or until the outlook for futureyrars can be more definitely gauged, the adjustment of the various accounts.
