A Washington telegram re Derts-The Chairman of the Domesticand Foreign Trade Com- mission in all the cities of the US. have been entrusted by the executive Government to present a policy to prohibit exporte dur- ing the war. From it the Presid eni cf the U.S.A. will be ea powered to prohibit exports of goods at any time under certain Conditions for the safety and prosperity of the public, aad panish any one who violates the prohibiton.

Hankow, 15th April.-The German firms, the Osins Hide and' Skin Company, Ltd., and Melobers & Co. have both sold caw hides. and wool in their store to Chinese dealers at over $40,000. They are selling carriages and motor cara and discharging Chinese em? ployees. They are also trying to sell the land and factories in the Chinese quarters. Red Tape at Manchester. Liverpool March 2.-The 8,500 cases and barrels of apples which artived on Saturday last at the port of Manchester, and which.. were not, released by the Customs until Wednesday, were sold

As a maiter of fact, compared with Tuesday's prices in Manchester yesterday's quotations Were alightly easier. There will be no difficulty, it is anticipated, in connection with the cargoes of frait now on passage, aseing that they were dispatched before the proclamation prohibiting the im portation of frait was issued.
