EDUCATIONAL REFORM.

London, April 20.. Professor Fisher scored a triumph in the House of Commons and bis proposals were unanimously approved. They are described as a new educational era. The bulk of the increase in the Estimates is due to the increase of teachers' salaries. The proposals include the raising of the school age to fourteen, the development of agricultural education in village schools, liberal scholarships the main- tenance of grants for the poor in secondary schools and universities, reduction in the multiplicity of examinations, and physical training..

INTERNAL UNREST IN GERMANY.

London, April 21. A message from Oldenzaal' says that the most serious riot in Germany since the war has occurred at Magdeburg, oating to the reduction of the bread ration. Ten thousand strikers, mostly munition workers, tried to set fire to the Town Hall. The troops fired on them, killing and wounding. many. The disturbances continue and the town is in a state of seige.

.The "Duesseldorfer Anzeiger' says that at a meeting of Berlin strikers the leaders submitted resolutions demanding. from the Government a declaration of its immediate readi ness for peace on the basis of the renunciation of annexa- tions, and also the immediate abolition of the Compulsory Service Law, the liberation of political prisoners, complete political freedom, and a universal secret franchise. The resolutions were defeated, but the majority is not stated.

PORTUGUESE CABINET RESIGNS.

Lisbon, April 1.

The Cabinet has resigned owing to the Chambers re- jecting of a decree instituting a National Economie Cour- cil to deal with the economical and industrial problems due to the war.

U. S. MISSION TO RUSSIA.

New York, April 21. "President Wilson has almost completed the selection of the Commission which will be sent to Russia to co-operate with the Provisional Government in discussing the means whereby the United States can best help Russia. It is be Hieved that Mr. Elihu Boot will be Chairman of the Commis- sion, which will include commercial, railway, financial, and military experts.

SCANDINAVIA AND THE WAR.

-Ymuiden, April 21. The Norwegian relief ship Kongsle, bound for Rotter:- dam with a carge of 8,000 tons of wheat, has been sunk in the socalled "safe zone." The second mate is missing but the remaining 34 of the crew, of whom 19 are Americans, have been rescued by trawlers and landed at Ymuiden. The vessel was struck on the starboard side but cwing to the darkness it is not known whether she was mined or torpe- doed.

Renter's correspondent at Ymuiden telegraphing on Saturday evening says the Kongsle was not sunk and is now being towed into harbour.

Christiania, April 22 The Storthing has concluded secret sittings on the question of food supplies and the dangers of navigating the North Sea. In relation to the foreign policy no resolution was passed, but it was agreed that strict neutrality must still be observed. It was denied that Norway is about to arm her merchantmen.

The Premier, M. Swartz, made his first statement in the Riksdag in reply to interpellations on the subject of food. He re- cited various restrictions on exports and said that the fear of starvation was unfounded. He regretted that all exports were not prohibited.

A crowd of twenty thousand people demonstrated out- -side, the Riksdag and appointed a deputation to swait on. the Government on the subject of the dearness of living. The Socalist Branting, addressing the crowd, exhorted the people to be calm as the new Government was not concealing the situation like its predecessor.

Copenhagen, April 21.

There are daily demonstrations in Sweden against the Food Control Committee. Seven thousand workmen paraded the Festaras and thousands elsewhere are threatening to take the food problem into their own hands regardless of the consequences.
