THE SPANISH SITUATION.
Neutrality Still Favoured.
London, April 20. Senhor Romanones has resigned because he is convinced that the zubmarine war is so hartial to the nation that continued neutrality may become impossible, but he finds that a large section of Spanish opinion, even Liberal opinion, is not unwilling to follow him.
The New Cabinet is Liberal but favours neutrality..
THE GREAT OFFENSIVE.
French Still Pushing Ahead.
London, April 20.
A French communique states:--Exemy artillery has been active during the night to the south of St. Quentin. Our artillery vigor ously replied.
We appreciably progressed in the Laffaux region and took forty" prisoners. We repulsed several counter-attacks in this sector.
We carried, after grenade fighting, several trenches on the Vanclere plateau, and to the south-east of Coarcy we gained ground. To the east of Livre, by a well-executed operation, we captur- ed 250 prisoners.
Oar barrage and machine gun fire nullifed threa stray counter-attacks in the Moronvillers region, with very heavy enemy
losses. We took twenty prisonera.
Ten enemy seroplanes and two captive balloons have been brought down since the 16th, inst.

The French yesterday made a renewed attempt to outfsak the Brimont position.
The French storming waves in their assault on the Aisne and Marze canal, five-times broke down sanguinarily. We are masters of the situation there.
All day long there was fighting in the Champagne wonded region, between Tanisyaanroy Road and Aaboriva, which latter wa voluntarily evacuated.
Oar counter-attack pressed back the saemy. We reached our objective. Tans the second French attempt to break through in Obsmosgae, was frustrated,

London, April 20. Beater's correspondent at Baltimore states that the Catholic Archbishops of the United States, have sent a latter to President Wilson, pledging the whole-hearted loyalty of Catholics in the United States se regards the war.
AMERICA DAY IN LONDON.
FOR THE FRONT.
An interesting little ceremony took place at the offices of the Sanitary Department this morn- ing, when Inspectors W.Old and S. Kelly, who are proceeding Home for servics at the Front, ware made the recipient of farewell pre- ments. The whole of the staff ware present and the Head of the Sanitary Board, in handing the departing men their colleagues tangible expressions of regard, wished them the very best of luck, and a speedy return to Hongkong.
There was also a farewell gathering at the V.R.C. last even- ing, leave being taken of five members of the Club leaving the -- Colony for the Front. The even- ing's programme took the form of a smoking concert, a very enjoyable time being spent. The departing men were the recipients of every good wish..
