An arrangement has exiat for some time between H Government and the Garmua Government by which British and German inespicitated prisoners of war are repatriated at certain [intervala, the duveyaros bf the prisorers of war to and from Holland being efected by means of a British hospital ship. In pursasias of this arrangement, aa exchange of incapacitated prisoners was due to take plaos on Exbruary 7 and all the nece8- saxy preparations had been made by the British authorities for the exchange.

"Foreign Office communicates following:-British Government has intended to bring the severely wounded Germans who are to be released from Tilbury, to Huck of Holland with British hospital ship Saint Denis on 7th inst. Foreign Office requests the Embassy to call-attention-of-British Govern- ment by telegraph to the fact that this method of tisasportation can no longer be acnsidered as safe owing to changes which have co- carred meanwhile, Trapsportation of severely wounded to and from Eogland can therefore only be considered either by means of ons of the Dutch paddle-wheel steamships which have been guaranteed safe conduct from the German side or by means of a hospital ship to Southern France outside of the meritime xope, in- side of which trafic has been pro hibited and from there to Switzerland.
