Several persons in close touch with the German Emperor bad pointed out that for years prior to the onibresk of the war Admiral von: Tirpits had not fully recognised the importance of submarine WIt- fare, with the result that when hostilities began the number of submarines necessary for effeɛ{•) iro action against England were not available. As a consequence Admiral von Tirpi's has been severely criticised in certain qasr- fera, and it is to this fact that bis resignation is attributable.
