GENERAL NEWS.
Why Tirpitz Resigned. I learn from a well-informed souros, says The Hague corts- pondent of the Morning" Poil, that it has become known in certsin German circles that the resignation of Grand Admira! von Tirpits, the former Germen Naval Secretary, was due not to controversies with the Imperia! Chancellor, but to the circum stance that, in the opinion of the German General Staff and thon anceiated with it, he was sponsible for the foot that the submarino war se nut been
effective 25
aa it had been expected to be. Several persons in close touch with the German Emperor bad pointed out that for years prior to the onibresk of the war Admiral von: Tirpits had not fully recognised the importance of submarine WIt- fare, with the result that when hostilities began the number of submarines necessary for effeɛ{•) iro action against England were not available. As a consequence Admiral von Tirpi's has been severely criticised in certain qasr- fera, and it is to this fact that bis resignation is attributable.
