THE NEW CRISIS.
Washington, February 2.
It is believed that tho scuttling of the Liebenfels was due to the German Admiralty ordering the destruction of interned German merebantmen if war appeared imminent.

The Handelsblad statee that Germany offered to Holland for the Flushing route the same concessions we sho offered to the United States, for passenger steamers not carrying contraband.
Negotiations are in progress in regard to the regular Dutch services to the Dutch Colonies.

The whole country is aflame with anger at the German Note, surpassing the excitement at the time of the sinking of the Lusitania.
The newspapers, with hardly an exception, demand that Germany's insult be thrown back in her face. Even the mildest pacifist organs only deprecate rashness and urge waiting until the first concrete case of atrocity occurs.
The temporary closing of New York harbour was follow- ed by a rumour of an attempt by the Germans to scuttle the interned liners in order to prevent their seizure.
It is understood that Germany has from 300 to 500 sub- marines; they will be divided into, sections for blockading рагровел.
The Germans at Washington boast that not a single ship will escape.

In the Senate the Minister of Marine declared that the Germans were unable to make worse their past "frightfulness." "We shall remain calm and without fear," he said. During the Inst, eleven fronths 51,000,000 tons of shipping came to France. Less than a half per cent was submarined.
London, February 3. Reater learns that the opinion in British official quarters is that the German threat does not materially affect the Tho situation, as the enemy has already done his worst. Navy may safely be trusted to deal with the ten problems; and the handling now of the diplomatic situation should be left to Neutrals, whose eyes are now definitely opened.

At the conclusion of a 24 hours' Cabinet meeting, Pro- sident Wilson hurried to the Capital to discuss the situation with the Chairman of the Foreign Relations Committee, who bas to bs consulted before any serious action is taken by the Cabinet

THE NEW CRISIS.
Washington, February 3. - It is learned that at the Conference with President Wilson, Mr. Stone, Chairman of the Foreign Relations Com- mittee, and Senator Lewis expressed the opinion that an immediate breach with Germany was not justified assuming that she did not intend to interfere with Americans; but the first act against Americans should be the signal for a repture.
"Washingtor, February 3.. Official circles are convinced that the break with Ger- many is only a matter of time.
Fifteen Senators discussed with the President three possibilities:
1-An immediate break
2-Delay until an overt act has been committed. 1-Send Germany a final warning.
The majority were of opinion that any other course than the fret would be regarded by the world as an set of cowardice. The indications; however, are that the second course will be adopted.
Paris, February 3.
M. Lauhoeuf, the distinguished naval authority and submarine designer, declares that Germany cannot carry out her blockade. He predicts that in the next few weeks many German submarine; will "disappear" and after that the situation will be the same as it was before February.

The Victoria Cross has been posthumously granted to Navy-Lieutenant H. O. B., Firmas, Naval Volunteer Reserve, and C. H. Cowley for conspicuous gallantry in a night-time attempt to re-provision the force besieged at Kut-el-Amara- in April, 1910. Both were killed on that occasion.

A French communique states that an enemy attack on
a post in Belgium failed.
In the region of St. Mikiel our artillery carried out destructive fre against organisations in Apremont Forest.
Artillery actions continue, especially in the St. Runadoir And Vardar zone, north of Monastir.
THE PREMIER'S CONFIDENCE.
Londen, February 3. Mr. Lloyd George, at Criezeth, received an ovation, and the town was beilagged.
Replying to an address of welcome, the Prime Minister said: The burden on my shoulders is overhelming, but
I am confident that by our united efforts we shall succeed
in confounding the devices of the wicked."
BRITISH 'SUCCESSES IN MESOPOTAMIA.
London, February 3.
An official report from Mespotamia ștates': We advanced 300 yards on the night of the 25th and 29th January on the right bank of the Tigris, cast of the junction of the Tigris and the Hai; also from 200 to 300 yards west of the Tigris-Hai junction, en a 800 yards front.
Our casualties were slight
Our cavalry raid on Wednesday secured large stocks and grain, and captured on Thursday the penultimate line of the Tigris-Hai junction on the right bank of the Hai.
We repulsed a counter-attack and took 160 prisoners. We attacked and captured trenches west of the Tigris- Hai junction and killed a large number of the enemy.
We were subsequently compelled to relinquish a portion of the ground gained.
Our cavalry throughout the latter operations successfully operated wealward of Kut-el-Amara.
MR. LLOYD GEORGE ON THE SITUATION.
London, February 2. Mr. Lloyd George, addressing 5,000 of his constituents at Carnarvon, pleaded for a fair trial for the new Govern- ment which bad already, "inter alia," saved hundreds of thousands of tone of shipping and arranged for the construc- tion of hundreds and thousands of new tonnare.

He especially eulogised the Munitions Department, any. ing: "When the time comes the supply of shot and shell and guns of all calibres will be ample; there will oven be a surplus for our Allies."—(Cheers.)
The present muddle in the Balkans was due to impro- vidence, hesitation, and lack of imagination on the part of the Allies. They were jointly to blame, but the Balkans was the only theatre which was causing anxiety (cheers). Ger- many's latest seapolicy showed the Goth and revealed it in all its nakedness to the most indulgent neutral. The German offer to allow America lo send a steamer weekly to England was insolence almost amounting to insanity, but we could overcome the submarine menace by grit, energy and courage (cheers). The nation must support with money, labour, land and sacrifico (cheers),
There could be no pesos without victory (cheers). Wo must demonstrate that the Prussians' Bazł was a false God, that it could not protect itself, let alone the German people. Peace will come in 1917, if Germany known by holding out * till 1918 she will be worse off and not better. The Allies muni organise all their resources and the Empire can and will do stil more than at present, Wo mus utiliso
far more than previously the Empire's great resources and with the object of seeing what can be done in that direction. the first Imperial Cabinet will commence its wittings in a few wook (Cheers).
It was unthinkable, Mr. Lloyd George continued, that the great German territories could be disposed of after the war without consulting the Dominions, since they have shed their blood acquiring them. It was unthinkable that this question should be settled without the Dominions sharing the responsibility of considering, this issue as part of the settlement of the great world problem following world war.
