NEW SHIPPING REGULATION.

THE HONGKONG ĮTELEGRAPH, SATURDAY, JANUARY 1 3, 1917.

January 11, 11.05 p.m. A new Regulation under the Defence of the Realm Act relates to the chartering to sai from British Governments, with a view to closer oo-ordination among the Allies in the employment of tonnage.

Similar Regulations are being adopted in Franos and Italy, and the permission of the national authority of each country will henceforth be necessary before foreign touusge can be chartered.

Further Success in Mesopotamis.

Tributes to Navy and Mercantile Marine.

January 12 350 m. Admiral Sir John Jellicoe has been given the Freedom of the City of London by the Fishmongers Company. He paid a tribute to the co-operation of the merchantile marine and said seven million men had been transported overseas, together with gane, munitions and stores, He remarked that 2,500 mercan- tile skippers had been employed,

THE NEW BRITISH WAR LOAN,

British Government Treasury Bills will be accepted under discount at 5 per cent. per annum and wax expenditure catliticales will be accepted under discount at di per coat. per annum, in butt cases as from the 16th February, 1917, in eu of coon in payment for "fully-paid allotments," provided that the entire proceeds of the bills and certinestea are so Applied.

As soon as the necessary statutory authority has been obtained, arrangements will be made for the acceptance by the Commissioners of Inland Revenue of stock and bonds of these loans at their respective issue prices with dus allowance for any unpaid interest accrued thereon in satisfaction of amounts due on account of death duties provided such stock and bonds bare formed part of the state of the deceased for a period of not less than six months immediately preced- ing the date of death.

For the purpose of providing against deprecation in the market prices of the kann, the treasury undertakes to - Bet aside monthly a sum equal to one-eighth of 1 per cent of the amount of each loan to form a fund to be used for purchasing stocks of bonds of either loan for cancellation whenever the market price falls below the issue price. Whenever the unexpended balance of such fund reaches £10,000,000 the wontuly payments will for the time being be suspended, but they will be resumed as soon as the unex- ponied balance falls below £10,000,000.

Stock and bonds of these loans and the dividends pay- able from time to time in respect thereof will be oxempt from all British taxation prevent or future if it is shown in the manner directed by the treasury that they are in the beneficial ownership of a person who is neither domiclad nor ordinarily resident in the United Kingdom of Great Britain and Ireland.

Farther, the dividends payable from time to time in res- pect of stock and bonds of these loans will be exempt from British income tax present orfuture if it is shown in the manner directed by the treasury that the stock or bonds are in the beneficial ownership of a person who is not ordinarily resident in the United Kingdom of Great Britain and Ire- land without regard to the question of domicile. Where bond belongs to a holder entiĝled to exemption under theso provisions the relative coupens will be paid without deduction for moome tax or other taxes if accompanied by a declaration of ownership in such form as may be required by the trea- sury.
