THE PEACE proposals AND HOW THEY HAVE BEEN RECEIVED.
December 15, 12.50 a.m. Router's correspondent at Petrograd says that Dunn's anti-pence resolution believe that the posals are a new proof that the enemy is weakening, and that it is a hypocritical action and one endeavouring to shift the responsibility of the war on others...
the

The resolution believes that a premature peace would Do cnly be short, but would faise up the danger of a new and bloody war,
Real peace was only possible after the enemy's military power had decisively been broken down along with Germany's definite renunciation of the aspirations which had rendered her blameable in the present struggle."

Reuter's correspondent at Petrograd nays that Dama Las unanimously resolved against entering upon any peace negotiations whatsoever at present,
December 10, 1.26 ..
Describing the reception of Dr. von Bethmann Hollweg's statement at the front, Reuter'a correspondent at Head- quarters says that many cases of earliest intimation in the firat line trenches came from the German side which had chalked messages "on boards quoting the Kaiser's grandilo. quent Army Order.
The messages were received with scepticism and sarcasm. Later, they monopolised conversation,
The correspondent, summarising the views of officers and men, says that none are confident that the proposals will lead to peace.
The speech is interpreted as an admission that the Ger- mans with for peace badly, but on împossible term.
The troops believe that the terrible hammering that the enemy is about to receive on the Somme is the governing factor of the proposals. The correspondent declares that there would be most profound indignation if an order to cease bostilities were given or any other conditions than those taniankunt to a German admission of coming defeat.
D.oember it, 3.30 m.. Reuter's correspondent at Washington says that the Cabinet for
hours considered Germany's pence three overtures, and have announced that, the proposals will be transmitted to the Entente Powers uncompanied by any expression, of opinion by the United States Government.
M
December 16, 3.30 a.m. Reuter's corrispondent at Petrograd says that the Duma's resolution, following A speech by Pokrowsky, the Foreign Minister, stated that Germany's peace offering had not surprised the Allies, as more than once during the war Germany had put out feelers for a separate peace. Now, recognising her powerlessness to break the unshakable Alliance, the had officially proposed peace negotiations: The real meaning thereof was an attempt to profit at the last moment from feeling territorial conquests before Gerinany's weakness was revealed. Rusia indignantly repudiated the mere idea of suspending the struggle against the enemy, whose forces were shaken but unbroken, and who were seeking a breathing space by a deceitful offer.
In their inflexible decision Russia was in complete agree- ment with her Allies and no subterfuge would prevent her carrying on the war till, the enemy was crushed.
THE BELGIAN DEPORTATIONS,
December 15, 7.40 p.m.
The British rejoinder to the German reply of Dec. 12 regarding the Belgina deportations recalls that Germany rejected the scheme of the American Relief Commission to import raw materials to Belgium and export manufactured articles for the purpose of keeping industry going; also that she had recently refused to allow the export of goods manu- factured from home materials, for instance glasa, unless paid with cash, to which the Allies were unable to consent owing to the monstrous monetary levice imposed on the Belgians. Furthermore the Germans had stopped all local Relief Works in Luxemburg, and ideness had thus been created by the Germans for the purpose of excusing the cruel severity of the deportatione, whereby Germans had been released for military service.
