Alleged Corruption at Elections.

Peking, Dec. 8.-In view of the numerous reports of corrupt preclibes in the election of eens tor to replace those, whose termi has expired, the Gorerament hai inquod a Mandate warning, the Buperintendents of Elections to extraïm atrist supervision and, the "penalty of severe punishment if

Bulgarian Atrocities, There in in the Germania a pro- fost against atrocities committed by Bulgaria. In a leading artiole this newspaper says:-"As the Reichsbots writes, every earnest Chrislisa must be

be grieved that the Bulgarian General in his army- order should insits his troeps to inhumanity against the Raman- »iana! All, inhumanity is un- Christian and nat permissible aven-as reprisals. It is just in this matter that it in, demonstrated f that even in war Obrist's fa junction to mercy and the love of one's enemias is not revoked. By an unhappy coincidence, the same page contains news of sub-} marine work in the MediterraneÍA. and the North:Sea, while on the. next page appears a purely im aginary scoɔant of a debate in the † Elines of Commons being stopped because Zeppelios were bombard- log Regent Street, Bond Street, and the neighbourhood of Weat minster Hall.

Mongolia's Minerals.

The mineral wealth of Mongo- lis cffore bright prospects to capitaliste who would develop that country, according 10' a Japanese engineer recently re turned to Tokyo. He is thus quoted by the Japan Advertiser: "It sirikes me as an unexplain- able, phenomenon that notwith- standing the

Any- one who observés, the fact con see the promising resulta for copper or iron smelting, metallurgical, electrolytic and alkali works tak- ing advantage of the coal and na- tural gases which abound in those parts. "I was told that many energetio enterprises were taking steps to open up the soun- try, but I found no such move- ments under way. I am sure if a circular could be distributed to the local capitalists, they would take it up immediately." Carpentier Revolves the Military Medai.

Paris, Nor. 7.-Georges Car- pentier, the popular champion boxer, who was recommended for the Military Medal na an aviator some time ago, has just received this decoration on the Verdun front for having distinguished himself as an serial igailling scoat on the occasion of the capture of Danaumont. As the esme time he was mentioned. for the third time in the Order of the Day. His frat mention in dispatches datos back to September 25, 1915, and road as follows: This aviator shows great bravery, and never Telaras without having accom plished his mission, often with his machine damaged by pro- jectiles.
