'A Clumsy Snare."

By 314 to 165 the French Chamber voted its confidence in the new Government, urging it to vigorously prosecute the war, after speech by M. Briand wherein he described Germany's rague peace proposals as a clumsy snare mesit to divide the Allies and disturb and demoralise their peoples. The Allies would return a definite and concerted reply; but he (M. Briand) at present was justified in saying that France would not do less than the Revolutionary Convention did in similar circumstances.
"I would be most culpable," continued M. Briand, "if I did not warn the country to be careful in face of an enemy who has mobilised his whole civilian population, working a white beat to increas armaments, and faroing the inhabitants of invaded territorios tu labour on his behalf. He desounced Bethmann-Hellwag'a offer to France.
