A Serbian official dispatch. dated Dec. 1, says that despilo bad weather there has been fighting and artillerying, notably at Gruniskte and Sokol, where the fighting war bottes during the last few days.

The Serbiana repulsed the Bulgarians north of Grunista.

An Austrian communique inims that they broke the Russian resistance south-east of Petesti and south and cast of Campolung, and have captured many thousands of men and a large quantity of guns and war material.

It says the Russians continue to exert all efforts at Moldavia.

The Local Government Board has circularised the Mili- Jary Tribunals to the offect that the Government has decid- ed that every man under twenty-six years în more valuable to the forces than cagaged in civil employment; therefore, they must not be exempted unless engaged in essential work of national importance.

The policy, momentarily, does not apply to agriculture, which is being specially considered.

It is added that the demand for eligible men above twenty-six is so greal that exemption is not justified viless on the strongest grounds.
