It is stated that the Govenment Las decided to convoke the 23th session of the Diet on December 25. During the time Marquis Okuma was în power s new departure was made in convoking the Diet earlier in December, in an endeavour to have the Badges passed before the end of the year, but the now Government has re verted to the old practice of call- ing the Diet towards the close of the year, and proroguing for the New Year recess without doing any real business. · Probably the Government has not been able to finish the examination of the Budget, as it cams into office only a month ago.
