In the House of Commons Mr. Chamberlain stated that the Travancore Minerals Company had itself purchased the German shares therein. The Company had undertaken to sell Monazite sand direct, at a fair price, to any bonafida British firm desiring to purchase reasonable quantities for the purpose of manufacture.

Col. Yate suggested that the Military Service Act should be applied to all Europeans" and Anglo-Indiane in India.

Mr. Chamberlain replied that the Act did not apply to any of His Majesty's subjects outside Britain, and he could not see any reason for making an exception in the case of residents of India,

November 10, 12 25 p.ra. Baron Montagu of Beaulieu, writing to the "Times" with reference to the tendency to indiscriminately blame the Raj for its alleged shortcomings, says that it is sometimes forgotten how much India has contributed towards the war, and how she is consequently handicapped in many ways. India, moreover has shown loyalty unparalleled in history. The satisfactory situation is due to the Raj-the wells of courage and wisdom of great Indian Princes and the patient silent work under great difficulty of thousands of devoted military and civil servanta of the Crown.

The writer recalls some of India's achievements in the war and says that the greater part of the credit is due to Lord Hardinge. Much also is due to the wise rule of Lord Chelmsford and the Governors and Lieutenant-Governors, especially. Lord Willingdom (Bombay) whose popularity and energy are admirable, and to Sir M. F. O'Dwyer (Punjab) and Sir G. Reos-Keppel (N. W. Province),

Mesars.. Samuel Montagu and Co. report that the market has developed considerable strength, chiefly in con- sequence of the firm exchanges in China, where the export season is in full awing.

The effect of Chinese purchases has been warked, the prices rising somewhat sonsationally. The Indian bazaars also competed for supplies, while the coinage demand con- tinues active.

RUSSIAN GENERAL'S CONFIDENCE.

November 10, 5.55 8.m. General Brassi, interviewed, said that the Summer operations mark a definite period of defeat for the enemy, dating from the Allied co-ordination of programmes.

The enemy's superhuman efforts had failed to regain the initiative on the Russian south-western front. The cam- paign in France demonstrated the Anglo-French ability to destroy any German defences. The zenith of the Russian power would only be reached next year, when she would have the largest and beat army since the beginning of the war. She this year. was still inferior in material and heavy guns Rumania's temporary reverses had not the slightesa signi- ficance in view of the German failure to pjerco the Carpa- thians. Russia, from the Tsar to the common soldier, Was unanimous in her determination. Rumania must be sup- ported in every way possible,

THE ALLIED OFFENSIVE.

November 10, 1.20 p.m. General Sir Douglas Haig reports:-There has been artillery activity on both banks of the Anere, the enemy using gas shells.

A Paris communique states:-There have been intermittent cannonade and skirmishes; also 77 ir fights. Three enemy aeroplanes were brought down, and seven came down in their own linos.

Our air squadrons bombed enemy communication, and cantonments, especially the railway stations.at Lens, Youziers, Courcelles-sur-Niod, the blast furnaces at Thion rille, the aerodrome at Dieuze am nirsheds at Frescaty.

November 10, 8.50 pm - Reuter's correspondent at Amsterdam states that s German official announcement features the activity of the German airmen on the Somme, both in the daytime and on moonlight nights. It claims that the German fyers shot down seventeen neroplance.

It also states that strong French attacks at Saily were partly repulsed in hand to hand fighting.

It asserts that the Russian lincs near Skrobowa, on the eastern front, were stormed and 3,429 prisoners taken.

November 11. 12.50 a.m. General Sir Douglas Haig reports:-There is no change on the battle front.

There was great, aerial activity on Thursday, owing to the improved weather. Many raids were carried out on coes- . munications, billeta and stores. Air fighting, was continuous. Thirty of our machines gave battle to thirty or forty of the enemy's. The latter were broken up and dispersed. Six fell uncontrollable and nine others in other fights were driven down damaged. Three of them were destroyed. A hostile kite balloon was driven down in flames. Seren of our machines are missing.

November 12, 2.00 a.m.

A French correspondent at Amicos says that the enemy on the British front profitted by the bad weather to repair losses and consolidate his positions. He is now displaying great activity and has concentrated at various points much artillery and many machine guns, fearing lest the British should attack. ·

His fears are heightened by the impossibility of aeroplang reconnaisance, as the British geroplanes cross the lines in the proportion of 30 to 1, despite the increase in the enomy squadrons.

The enemy has not been left in peace aines July and knows that the storm is about to re-burst more violently than ever. It would be a mistake to think that the Britishi have only been selive in Picardy. The British forces on the continent are now numerous enough to threaten the enemy in several places simultaneously. The British artillery on the whole ling in constantly bombarding the enemy, causing heavy losses and maintaining the demoralization, This is the boss proof of its favourable position.

BELGIANS DEPORTED TO GERMANY,

November 10 12、5 p.m.

Beuter's correspondent at Amsterdam quotes a report in the "Tyd" that 21,000 Antwerp citizens have been de ported to Germany. Friends were forbidden to bid them farewell and those entering the station were liable to a fire of £300 or six years imprisonment.

The “Telegraf” reports that violent scenes occurred

a Mons, the deportees attacking the Germans with knives. Many were wounded. The troops charged with the bayonet. Many of the requisitioned men are employed in railway construction on the West front.

The Germans are strongly guarding the frontier to prevent escapes to Holland.

November 10, 11.25 p.m. Reuter's correspondent at Amsterdam reports that messages from Maastricht bring persistent rumours of scenes of bloodshed in Brussels

The Germans decided to enrol thousands of able bodied persons for enforced labour. When the first group was assembled at the railway station an insignificant incident led to a veritable' revolt, and in the ensuing melee thirty Germans were killed or seriously wounded and there were numerous Belgian casualties,

Nobody is at present allowed to leave Brussels.

"HOW THE ARABIA WAS SUNK,

Nvember 10, 155 ̧p m. Reuter's correspondent at Cairo states that the Arabia was torpedoed at seven minutes past eleven in the fore-noon of Monday. She was struck on the starboard side, aft. There was no panic. The passengers and crew immediately took to the boats and the Arabia sank in an hour and a half, sternwards.

The City of Marseilles, another steamer and three trawlers picked up the survivors after an hour. The wea ther was the nest.

Twe submarines were seen. The Arabia fired after she was struck.

The German casualties are officially reported for Octo- ber as being 199,675, of whom 32,544 were killed, making the total for the war 3,753,693, of whom 855,817 were killed.

ANGLO-DUTCH COMMERCIAL AGREEMENT. Nvember 10, 6.10 p.m.

An Anglo-Dutch commercial agreement has been signed whereby Britain will secure the increased supplies of Dutch agricultural produce.

CANTEEN CONTRACT SY-TEM ABOLISHED.

The contract system as applied to regimental canteens in the United Kingdom, Egypt, Malta, Gibraltar, Bermuda and other station's abroad has been abolished and bas been replaced by the official organisation of regimental institutes. It is proposed to acquire the plant and stock of the contractors for two million sterling.

THE GREEK SITUATION.

November 10. 11 25 vm. Reuter's correspondent at Athens states that the Government has protested to the Entente against the use of the Greek flotilla,

The "Morning Post" correspondent at Athens states. that the German Minister has informed the Greek Foreign Minister that Germany will consider the ression of wat material to the Allies for use of the Nationalist army a casus belli.

THE U. S. PRESIDENTIAL ELECTION.

November 11 6:05 am. A New York message states that Mr. Wilson apparently wins by California's thirteen votes.

The final official figures are:-Wilson 272, Hughes 259. It is regarded as improbable that the Republicans will contest the validity of the election, despite their threats.

Democratic and Republican organs proclaim the result as a personal triumph for Mr. Wilson,

The "Daily News" correspondent at New York estimates that the final result will be Wilson 269, Hughes 268; but the result may easily be reversed.. The Germsa vote was evenly divided: Hughes lost the German cities of Mil- waukee and St. Louis, but secured thousands of German votes in New York.

The Liquor Prohibitionists have done well, securing five new "dry" States.

The "Times New York correspondent states that the Republicans are dazed at the turn of evente, in view of the Republican majorities in the East. The fact is that the turn over in the West pro-Wilson was sensational. This was not due to the women's vote or the labour vote but to pesce nuð. prosperity, the ery of the Democrats, and to distrust of the Enancial interests.

The betting in Wall Street is now 10 to è in favour of . Wilson,

November 11, 3 35 a.m. ..: Router's correspondent at New York states that Mr. Hughes' managers still refuse to concede Mr. Wilson's re- election, insisting that possible mistakes in the tabulating may change the results in the Station where the voting was close when officially revised.

Mr. Hughes did not send the customary message of con- gratulation as the defeated candidate to the President.

Some newspapers suggest that the women's vote in Idaho, Washington, Montana, Wyoming, Colorado, Arizona, Kansas, Nevada and California, which Mr. Wilson carried, was the undoubted factor. Women also voted in Illinois and Oregon, which Mr. Wilson lost.

The Democratic newspapers allege that the Gorman volo was cast for Mr. Hughes. They claim that the election of Mr. Wilson in a reputation of hyphenian.

Fourteen out of the seventeen New York Congrememes blacklist-1 by the Germans ware elected.
