Without quoting its authority. the Manchuria Daily News states that the total number of foreign- era in the employ of the Chinese Government is 3,636, with an aggregate salary of $1,745,2001 per annum. Here is a list by by nationality, minor nationa being omitted-British 1,082, French 921, Russian 460, Ameri cans 165, Italiane 52, JapanRTS: 212, Dutch, *Belgian, and Porta- guess 118, German 395, Acatrian, 74.
Mr. Ashmead-Bartlett's Bank- ruptcy.
At the Bankruptcy-buildings last month, a meeting was held of the oreditors of Mr. Ellik Ashmead-Bartlett, the well known war correspondent. A propo Dow antmitted to the credit re provided for the payment by sinstalments of a composition of 5s, in the sin satisfaction of their volaim, it being agreed that the Earl of Fizilliem, a creditor for $2,000, should withdraw hi claim. The liabilities were ea: timated at £1,476, and no assets were disclosed. The propons]Į was carried, sad will be submit- sed to the court for approval,
The Vice-Presidency of Chida.
Shanghai Oot. 18.-Premier. Tan Chi jai has despatched an officer to see General Fang Kuo- cheong and to inform him that, sa the majority of the people in Peking and the provira s wish to nominate Fang to be Vice Presi dent, and in view of Fang's seniority in age to General Tass, both being of the Peiyang Faction, he hopes that Fang will not decline to accept the post. While the opinion in Parliament on this question is by no meaDS ananimous, it appeare certain that Gen. Fang Kuo-oheong is at present the most fancied person. Beveral other candidatos are mea- tioned, but none of these com. mands anything like the respect of all parties that Fang does.
The Fighting Parson. The career of Major W. E. Wingfield, whore promotion to Lieutenant-Colonel is just gezṣit- ed, is a notable one. After being in the Royal Artillery for fifteen years he took Holy Orders. In this he was not remarkable, fɛ. many officers of the Army have given up the sword for the palpit, and notably the late Archbishop Maclagan. But Major Wingfield, who was once curate at St Paul's, Portman-squire, responded to the call for soldiers, and joined the reserve of officers. He did splendid work in training the new
