Rowdy Indian Students. Madras, September 12-Pro- for J. B. Raju, Professor of Philosophy in the Madras Chris- tino College, addressed a crowded public meeting yesterday on the Interpretation of Indian History. The Hon'ble Sir P. 8. Sivaswami Aiyar presided. Daring the course of the Chairman's speech a section of the students present created a disturbance; made it somewhat difficult for him to make himǝelf beard by the large audience. When the meeting dispersed the group of students outside the ball behaved to him in the same dis- respectful fashion.

The Mainichi says that as the result of the new. Sino JapanGEO- Convention concluded last year, the establishment of JapanesO Coneulater at various places in Manchuria and Mongolis haa been agreed upon. So far, how- over, Japanese Consulates have not been established in all theee. places. For instance, Cheng, chiston, where the recent "in- cident" occurred which has been made the subject of diplomatic “ negotiations between Japan and Chins, is one of the places where no Japanere Consulate has yet been established. Mr. Iwamurs Saiin has just been appointed Japanese Consul for Chengohis- an, and left Kobe for his post on September 29, by the steamer Kagi-mart.

Story says the Observer of October 3. There is reason to suppose that he laid it aside in order to write the immortal"Water Babies," which is a small but in- teresting thing to know. Oplum Smuggling at the Straits. The outstanding feature of the year at Singapore as regards opium cases was the large seizures of opium and chanda on the Blue Fannel line of stes ners. Seizures were made on 32 ocossions; the total weight amounting to slightly over 4 tour. In many cases, although it was practically certain that opium was on board, it was imposible to get at it, as it would have meant moving hundreds of tons of coil or cargo. In such csson Hongkong and Shanghai, for which plaoss the opium was invariably destined, rasped the benefit. A good deal is known abrat this traffic, which is inter- national and powerfully baked by wealthy syndicates. Large seizures only diminish the profit and do not kill the trade, The matter in being dealt with by the home authorities, and it will be necessary to put the dealing in opium in England on a vary stringrat Easis if any.realauccess is to follow. Spacial facilities were given to Mr. W. H. Taylor, Head of the Preventive Service, while on leave in England to deni wish thia question.
