The above map is taken from Dr. R. W. Seton-Watson's "Roumanis and the Great War" (London, Constable and Co. Ltd, 1916), sad it shows at s glance the position, racially and geographically, of the Roumanians in regard to Austro-Hungary and the Balkans. It will be seen from the varied shading that Bonmania by no means bolds all the Roumanians any more than Germany all the Germans, and that our new ally's smbitions as to expansion are perfectly legitimate ones. While tiny Balgar and Magyar colonies exist within the political boundary of Roumanis, cataide that boundary, both wast and north-east, we have a vast Roumanian population over which its own lawful king bae no control. The Proclamation issued by King Ferdinand of Roumarin last Friday showed that his people demand possession of part of Bukhovins, of Transylvania and of the old province of Bass, which lies along the south of Hungary, south-west of Transylvania: "From the river Theiss to the Black Sea is Roumania's watchword." And why not, seeing that the. parts demanded are so largely peopled by Roumaniana? One big slice of Transylvania is occupied by Magyara, but the rest, with the exception of scattered colonies of Germans and Serbe, is almost entirely Roumanisa. Again, on the East, we find Bessarabia inhabited mainly by people of Roumanian stock, while the Black Sea littoral, from the Danube to Mangalls, is in the hands of a mixed Turkish, Bulgar and Boumenien population, emang whom the last-named predominate. With all this in view, it is not difficult to see the force and the justice of King Ferdinand's claim.
