General von Falkenhaya Sacrificed to Cover Them.

August 31, 155 p.m. Opinion in Holland is that the Kaiser has sacrificed General von Falkenhayn in order to allay the popular indignation against the Crown Prince and General von Falkenbaya, who has supported, instead of prevented, the Prince's blanders,

Experts are of the opinion that von Hindenburg's appointment is a confession of failure on the part of Germany, and that he bas probably been shosen in the hope that his prestige will make the German people acquiesce to the decision to aborten the fronts in France and Flanders, with a view to concentrating their energies and saving the communications with Constantinople. British Capture Prisoners.

German Troops Dispatched to Rumania.

(Reuter's Service to The "Telegraph."]

August 20, 6.40 p.m.

A Hague telegram attributes the fall of General von Falken. hayu to the interrcation of Rumania, causing the Kaiser to side with General Hindenburg against Falkenhayn's view that on the western front is the decisive ares, and troops should not be sent castwards.. It is stated that troops are being bastily despatched to the Russo-Rumanian frontier.

New Pro-Entente Persian Cabinet.

August 31, 9.05 p.m. Beuter's correspondent at Petrograd states that a new pro-Entente Persian cabinet has been formed. Vossong. ed-Doualeb is Premier and Foreign Minister.

Turkey Declares War on Rumania,

August 30, 10.30 p.m.

Turkey has declared war on Rumania.

Rumanians Well Inside Hungary,

August 31, 1.30 a.m. That the Bumanians are well inside Hungary appears from admissions in an Austrian communique, which mys: We repulsed repeated Rumanian attacks on the heights north-east of Orsova. Otherwise our advanced troops have been withdrawn according to plan. The enemy will boast of the occupation of Petroseny, Brassey, and Kézdivaaerholy. The Rumanians farther north reached the Gyorgyo mountains.

Germany and Bulgarla With Turkey.

August 31, 3.50 a.m. Reuter's correspondent at Amsterdam reports that a telegram from Constantinople shows that Germany and Bulgaria are associated with Turkey in declaring war on Rumanis.

Unhappy Position in Greece.

August 31, 7.10 am.

Mr. Ward Prince reporta from Salonica that it is sumour- ed that King Constantine has filed to Larissa, where a Ger- gian escort of 300 Uhlans is awaiting him. Another uncon- firmed and probably imaginative report is that the Allied army is fighting the Greek army" at the King's country house at Tatoi, and that several Greek princes have fallen.

Russians Entering Rumania Everywhere.

August 31, 12.05 p.m. Reuter's correspondent at Petrograd states that Russika troops are entering Rumania everywhere, and have been received with enthusiasm.,

Rumania's Possession of Passen.

It is stated in Roine that the Rumanians are already

in possession of all the passes leading to Transylvania and the province of Banat.

Bulgaria's Plan. ·

August 31, 1.55 1.m. Dr. Dillon, writing from Acqui, Italy, states that the Bulgarian plan in the eventuality of defeat has already bosa prepared. The Russophiles will make overtures to the Entente to depose Ferdinand and preclaim Boris King, on condition that the Serbian Macedonia-Enos Midia line is accorded to Bulgaria."

The Reception of News by France.

August 31. 1.55 sm. Rumania's intervention has been celebrated in the French trenches most enthusiastically, the officers and men embracing. There were double rations and wine, and entertainments in the evening. The French airmen delivered the news broadcast to the enemy.

OLD AGE PENSIONS INCREASED,

August 30, 1.30 s.m. The Government has decided to increase the old age pensions by half a crown weekly in cases of hardship duo to war conditions.

Painters' Strike la Shangbei.

Painting and decorating work generally was suspended yester- dav, BAYA the N. China Daily News of Angust 28 because of the paintern strike which seems to have been well organized.
