Need for American. Ships. Says the Manila Daily Bul. letin:-If there ever were a time- when there was need for more liberal shipping laws for the encouragement of an American merchant marine large enough to take care of American ocean freight it is the present. For many years the law has been more favourable to ships of foreign nations than it has to ☐ those of our own. As a result it has been impossible to interest American capital in the bu lding. of vessels to carry even a small part of the great foreign trade of the United States, and that frade has been at the mercy of foreign shipowners.
