"The Black Hand In Yokohama.” Someone threw an explosive in front of the premises of the Asshi Shokai, at Minatocho, Yokobama, at about 10 p.m. on February 16. A tin can, filled with gunpowder, and guncotton, exploded with a tremendous sound, but no damage was done. The same morning, says the Japan Gazette, the Asahi Shokai received a note, whose senders were described as "The Black Hand" at Nihonbashi, demanding four Y. 5 notes. The blackmailers suggested that theen" should be placed at a certain spot near the Yokohama Bridge. In case the demand were ignored, they threatened to have remonts. to bombs ar karosene oil. The police sra said to be on the track of the culprits.

This little game has been discovered, and no more goods will be sold until the firm in question is ab solutely certain of the bona fides of the purchaser. There is no limit to the trickery being recorted to by the Germans to try and deceive the Chinese into the be lief that the war has not affected in any way the German import trade and facilities to import as before hostilities commenced.;

"A meeting of the council of the Anglo-Portuguese Chamber of Commerce in the United Kingdom was held last month in London: The treaty of commerce, which, though completed and approved of by the Governments of both countries, has not yet received the nsual formal ratification by the Portuguese Chambers, was dis cussed. It is understood that proposals to meet some objections of the Portuguese wine-growers were transmitted to the British Board of Trade some months ago, but no reply has been received. This delay was criticized at the meeting on the ground that the present Portuguese tariff diffør- entistes against Great Britain and in favour of other, including enemy, countries. It was deter mined to communicate with the Board of Trade and to nak mem- bera to put questions in the House of Commons on the matier.
