Although during the last month of 1913 and the first half of 1914 b exports of rubber showed gains the preceding year, the gathering of rubber in Congo has never recovered its former activity and in all probability will never b. again be so rich a source of in-s come to the colony as it was pre- The cultivated vious to 1912. product from the plantations in the East Indies is superior in quality to the wild rubber cí Congo, and, cwing to better loca.! tion as to shipping' facilities, is placed upon the market at lower rales. Congo'a exports of rubber from August, 1914, to January, 1915, inclusive, amcanted to 716 tone, whereas during the cor responding period of 1913-14 the quantity was 1,604 tone, a decrease of more than one-half. The rabber shipped from neigh- bouring colonies in transit through Matadi during the same periods! from 1,709 to 236 tons, re-

Прод the out-b. spectively. break of war the rubber. cut down gathering concerns their working forces considerably and lowered the price to such an extent that the native lost all in- terest in gathering the product. The stocks on hand are of little importance, and the future of the industry is not promising; only a strong apward tendency of the Earopeau rubber market would be able to re-create the great in terest formerly taken in the collec tion and shipment of this product. The law of February 1, 1915, prohibiting the shipment of rub ber from Congo except to ports of the United Kingdom and France T/T was a further drawback to the Demand industry, especially as New York 30 dis. was at that time the most activs 60 d/s. market. This law was modified, 4 m/ however, in April, 1915, by one that permitted exportation to the United States, but stipulated that all shipments should be received by the Belgian consul in New Tork.-U. 8.
