An extensive programme for national defence, including cons- cription for the army, was recent- ly outlined by the authorities in Peking. It was proposed to ans force a compulsory military syn- 2 tem for the whole Empire, be- ginning with the northern pro- vinces, early this year, and the necessary arrangements were ad- vanced to a definite stage. But, like many another projected re- form în China, the scheme, has bad to be temporarily ab- andoned. Circumstances have arisen which have upret the calculations of the powers that be, chief of which is the trouble in Yanusn. Some people would say that a time of national danger is essentially the time for bring ing every young man into the national service, but the wise- acres of Feling, who know their countrymen better than we do, consider it inadrible to inw troduce a system of military enforcement at a time when the public mind is otherwise di turbed.

War and Wealth.

The heavy depreciation of the German mark in Holland, des- cribed in a telegram we published a few days ago, affords perhapa the most convincing refutation of the bombastic speech delivered a while ago in the German Reich- etag by Dr. Helferich, the Germ man Minister of Finsnice. Some weeks previously the Rt. Hon. Edwin Montagu, M.P., Secretary to the British Tresanry, had pointed out, în contrast to the position of Great Britain whose importa are largely in excess of her exports, that the depreciation of the mark was occurring in Holland in spite of the fact that Germany is cut off by the British fleet from the outside world and is arable to spend money in America and elsewhere on purchasing supplies- which she would give so mach to secure. The German Minister, however, is very confident of the speedy recuperation of the country after the war. Dr. Helizarich zecalled the memories of the Thirty Years' War.
