We understand that the official view is that the application of the "minimum" tariff rates of daty to foreign goods imported into French Indo-China from countries entitled to the French "minimum" tariff is not subject to the condition that the goods be transported to Indo-China is French bottoms. The application of the French” minimum ” tariff to goods the produce of countries entitled to most favoured nation treatment is, however, in general, subject to the condition that anch goods shall be imported direct, or by way of a country which is itself entitled to the "minimum" tariff, so that they are imported through a country whose products are subject to the "general" tarifi (such as the Straits Settlements, for example), they love the advantages attaching to their origin. Moreover, all transhipped goode,.. whether landed at the place of transhipment or not, are, as a generzi rule, regarded as imported from the place where the transhipment was effected.

It is not anticipated that the French Government would be disposed to relax the general rule in favour of goods sent from this country to Indo-China, and transhipped at Singapore en route. Under the -possible shortage of tonnage, wa may perhaps express the hope that the French Government can so provide that goods for Indo- Chins should not lose the benefit of minimum” tariff rates, if, say, a declaration was made before the French Consul at the port of embarcation of such goods, and that no undne delay occurred at the port of transhipment--that is most probably at Singapore...
