One Effect of the Blockade.

If they must remain blind to these things, we can readily un- derstand why there are many people in Germany who retain à hopeful outlook on the German position and assert that Germany will be satisfied with nothing less than Poland. Belgium, Northern France, Asis Minor, the restoration of the German colonies and a few other odds and ends, not forgetting an in- demnity large enough to recoup Germany for the cost of the war and replace Genua commerce for ever in the ascendant. These people we are hearing rather leas about nowadaya. Half a pound of kreiga brod a day is beginning to have its effect in toning down their enthusiasm. We now hear more af the moderates who would be satisfied with peace terms on the basis of the status quo, while there are some even who have dared to say they would be satisfied with peace at any price. The conflict of ideas is growing hitter. In some quarters feeling is said to be intense, and this is emphasised by the arrests mentioned and the split up in the Socialistic camp. Farther deve- lopments are worth watching.

The Compulsion BII:

According to Lord Derby's report there are roughly 650,000 single men, eligible for activa service, who have failed to atteet. Some of these may undoubtedly be regarded sa shirkers, for in all countries there will always be found a certain percentage of the inhabitants who have a poor con- ception of public daty and fail to realise the responsiblities of citi- zenship. It is probable, however, that the larger propertion consists of those who honestly believed that reasons for with-

The cables tell us that in, all parts of the country there is a steady flow of men to record their willingness to serve. If this be the case there will be few remaining unsc- counted for when the final peturns are compiled.
