Galvalton's Drydocks. Actual work on the construction jof marine ways and dry dook in Galveston harbour started Septem ber 23. Work will go forward day und night, and it is hoped to January 1, 1918, or at the latest, by February 1. The dimes fons of the dock will be 380 by 150ft,, with a channel in the centre, this channel at the rear end narrowing to a point, where the cradle will be built. The personal appearance of the master of the vessel before an Âu- erican consul or consular agent to [consent to the dieoburge of a sea- man who has been incapacitated by injury or illuess may be waived by the consul under the follow ing conditions: () When the condition of the injared or ill is such that prompt. medical attendance is necessery and cannot be furnished on ship- board; and (b) When the master cannot proceed with the seaman to the vaul without risk to the the vessel, or the cargo. In such cases the master will address to the consul in writing a fall statement of the facts which ren- dor necessary the discharge of the asaman, together with a statement of the reasons why he himself is anable to appear before the con sul. The statement should cover the maual particolara est forth in a discharge and should be accom panied with an account of the wages dus sud with the necessary funde to meet each wages, or (if | the cash be not available) with so order on the owner for the amount due.
