October, 1915, the following Note on the Revenue Bassipis fot the wassubmitted: The preparin year ending 30th September 1915 of the Budget for 1915-16 pre aented unusual difculties as the Trustees had in endeavour to forest the probable effect of the War on the trade of Bom- bay. The satisfactory monsoon af 1914 together with the improved facilities for handling trade and the abnormal quantity of Indian produce available for export would, in ordinary years, have justified the expectation of
■ Revenus considerably in einess. of any hitherto realised. On the other hand there was the prospect of a great stagnation of trade owing to the War. After making certain minor enhancements. in the Dook charges the Trustees estimated for a gross revenue under all heads (excluding Special Rearipts and the Surtax referred to below) of Rs. 1,03,28,301. Ia order to reduce the anticipated shortage of Revenue as compared with Expenditure, to an amount not largely in excess of that anticipated in the Financial Forecast the Trustees decided to impose a temporary Surtax on certain items of Revenue, by which it was estimated that an additional Rs. 11,14,935 would be realised, thus increasing the estimated gross revenue (exolad- ing only Special Receipts) to Rs. 1,14,43,236.

On several occasiona we have pointed out in these colomas the advantages pde sessed by Cebu with its splendid waterfront and the depth of water alongside, together with the rail- way track running the whole length and the capacions kolegio that face the bay. What is more, the shipping firms here and the authorities, have also driven home these advantages; with the reale that slowly but surely, the port of

spite of the great war, more ship ping is entering the port, and as it is a certainty that there will be great increase of business when the war is over, it is time to advocate the extension of the waterfront which has already been planned bat which has not yet been started, owing to lack of funds. All those in Cebu who have any political influence should bring it to bear on getting the appropriation that is noossery from the Assembly and the Com- mission. It is known that many merchants and others in this city Bre already working for this end; but it requires still more, and it that the desired aim will be st is only by anity and consistency tained. As a distributing cantre for the southern islands Coba la without a rival, its geographical position makes it so, and it only remains for the Powers that be, to make the large waterfront larger and the loading and unload ing facilities more extensive, will be money well invested.
