Greed in Time of War. One of the inevitable results of the war will be that, for a time at least, and probably for a very long time, there will remain in opera- tion a certain amount of State con- |trol over matters in which the State has not bitherto interfered. Call it Socialisin or what you | will, the name mattera little while the fact matters quite a deal. The latest example of the form of Government control to which we....... rofer is found in Mr. Walter | Long's measure to restriot the increase of rents on small dwell- fings and the rate of interest on |such dwellings. There is said, Reater tells us (but might he not reasonably have been expected

make

have sure ?); to been some bitterness, especially in some of the areas where muni- tions of war are being manufac tured, on secoups of high rents owing to the inevitable shortage of houses. The Bill will partion Hlarly apply to populous districts, |we are told; but that seems fairly obvious. Landlords can have little or no opportunity of forcing up rents to an exorbitant figure |in districte where the supply of houses exceeds the demand, and there is no need to make the messure apply to districts where there in no room for its ap- plication.

or to America. That is the real significance of the latest effort by the Iccal yards. It means that Hongkong bas now entered the lists as a centre for the copptruc tion of large ships. It may be a long time before the ambitions of our local directors and managera woar to vessels of the Empress of Russia clase. There are, of course,

many difficulties in the construc

tion of the propelling me obinery

anese large ocean grey hounds.

We have, however, witnessed the fact that great turbine-driven stesmers can be built in Japan, and we are not at all inolined to believe that there is any limitation to.the work which can be done. locally. We look forward to the future development of shipbuild- ing in Hongkong with great con- fidence. All the circumstances just now are in ita favour. A

China Mail,

Boom In Japanese Shipbuilding, Forginge are naturally much in demand, the Kobe Steel Works alone having under opytract the shafting for twelve 3200-ton steamors for the Osaka Iron Works, eight steamers for the Kawataki Dockyard one of 7500 tons), and two 2200-ton steamers for the. Uraga Dockyard. The industry for chain cables has made little progress in Japan; in Osaka recently a new works ***has been started, and

Compasses and other navigating instruments are now sapplied by the Tokyo Messuring- Instruments Company. With prices of materials so much en- hanced, as indicated above, the cost of new ships bas necessarily increased. Before the war, cargo ships cost 130 to 140 yen per ton gross, 90 yen per ten deadweight. After the ontbreak of war these Agares rose to 160 to 160 yen and 130 yen respectively; they are now still higher, a cargo-ship of 5200 gross tonnage and 8000 tona deadweight, twenty monthis? delivery, costing 1,000,000 yen.
