A GRECO-BULGARIAN TREATY:.

November 18, 6.15 p.m. In the House of Commons it was asked whether the Foreign office had official knowledge of the Greco-Bulgarian Treaty, signed on October 15. Lord Robert Cecil replied in the negative.

FRENCH MINISTER'S AUDIENCE WITH THE GREEK KING,

M. Denys Cochin had an audience with King Constantine for

one and a half hours to-day.

November 19, 6.35 s.m. The Times states that reliable private information received in London shows that Gresco is now disposed to regard Anglo-French and Serbian withdrawal into Grosse similarly to that of the landing at Balonics.

GENERAL MUNRO'S REPORT.

November 18, 7.10 p.m. In the House of Lords the Earl of Ribblesdale mentioned that General Munro had reported in favour of a withdrawal from the Dardanelles, Lord Lansdowne said that General Munro's report and the evidenos accompanying it had not seemed sufficient to enable the Government to come to a decision. Great questions were involved and consequently Earl Kitchener was asked to proceed to the Eastern Mediterranean.

Proclamation.

A Proclamation by His Ex- oellengy the Governor further amends Proclamation of Septem- ber 17, 1915, prohibting the ex- portation of certain articles from the Colony, as follows:-

(1.) That the beading "Animals, rook, saddle and draught, suitable for uso in war" in the list of goods the exportation of which is pro- hibited to all destinations other

than the United Kingdom and British Possessions and Protector- ates be deleted, and there be substituted therefor the heading "Animals, pack, esddle and draught, suitable or which may

become suitable for use in war.'

(2.) That the heading "Dia- mends, rough, anitable for in- dustrial purposes in the list of goods the exportation of which is probibited to all destinations other than the United Kingdom and British Possessions and Proiectorates be deleted, and there be substituted therefor the heading" Diamonds, rough, suit- able for industrial purposes, in- olading Brazilian carbon."

(3.) That the exportation of the following goods should be pro- hibited to all destinations other than the United Kingdom and British Possessions and Pro tectorates :-

Lord Ribblesdale's reference to General Munro'e report was made in answer to a question making if it were true he favoured withdrawal, Lord Lansdowne replied that Lord Ribblesdale seem ed apparently to have acquired some knowledge about General Munro's report, but the question was an unreasonable one to reply to, as it would involve dealing with all the phases of the situation in the East and the situation in other theatres of the war. It was impossible to deal with these questions of "watertight compartali menta". He incidentally described the situation in Greece as per ploring and disquieting. Lord Ribblesdale had asked "whether Earl Kitchener had merely gone in order that we might have a second opinion, or whether he could not on his own initiative. He might have gone to report and advise the Government." Lord Lansdowne desoribed the visit of the Ministers to Paris as an even more import ant mission, involving a recognition of the vital principle that there should be the closest contact and co-operation between the allied statesmen and military and naval advisors. Referring to the hope expressed by Lord Ribblesdale that when the time came to make peace it would be peace consistent with reason, dignity, and Honour, Lord Lansdowne agreed with Lord Ribblesdale that this was hardly the moment to discuss poses (cheers.) The country had been forced into a great struggle, but it would be found that we were wanting neither in material resources or moral qualities to carry the struggla to an honourable and successful issue (cheera).
