Chinese - Polity.

The Note which was presented to the Chinese Government a few days ago by the Japanese Charge d'Affaires, with the concurrence of the Britieb, Russian and French Ministers, advising the temporary suspension of the monarchical movement, bas elicit-

ad the reply that might have been expected. While appreciating the friendly spirit which dietated the Note, the Chinese Govern-

ment fears that, in view of recent events, the forcible

suppression of the movement would be likely to endanger the

peace and good order of the country, and, consequently, there is no other course open than to promulgate the Bill passed by the Legislative Council and organise a Convention of Citizens' Repre- sentatives to determine the Con- stitutional question in accordance with the wishes of the people-80 far, of course, an that is possible. It is pointed out that already five of the Provinces have declared themselves in favcue of a Con- atitutional monaroby, and no strong opposition is appreheaded from any of the reet. It is devoutly to be hoped that there optimistic views may be justified by events, for any serious distar- bance in China at the present time might be fraught with very serious consequences to the coun❤ try itself. There are not wanting those who, to serve their own fends, would welcome and encour
