The Weather—and Aucther Topic. The coming of the cool weather- will bring new life and sotivity into the Colony People will discover new health an f strength, will beg'n snow to enjoy life and, in the lightness of their spirits, will probably remember with a pang, of regret that they have been a little neglectful of their duty. The tobacco fund for instance, has languished * little of Inte? Wan, that be- ORUPS prople bad grown tired of contributing or had forgotten the men at the Front? Perish the thought! The dog daya were with us. They had delayed their going longer than Danal. And people wbie grown too weary to think of others. Bat now that the cool weather han broken we anticipate a generál gush of recollection and a rash of subscriptions. That is why wa | say that the change in the weather in welooms. If we are wrongTM if the sabeoriptions do not come along-wo shall be forced to the conclusion that Hongkong, having got off very cheaply indeed at this time, does not care twopence whether or no it does its plain duty. The Paramount Question In China.
It seems clear from this that the President regards the country as practically unanimously in favour of the change. When bo anppressed the Kuominglang, President Yuan Shib-kai did not allow his mind to be troubled about the stifling of public opin- ion. He was satisfied that they were merely a political faction, albeit a large one. His aim was to aroure peace, and his drastic methods succeeded where milder methods would have failed. The President in stated to have.de clared that "no matter what form of government the country adopts, and whether he remains or not at the head of the govern- ment, he will endeavour to the best of his ability to secure the establishment of a thoroughly effective Constitutional Govern- ment giving the Legislature fall power to discuss Government ffair and make laws for the country." We haveerme di calty in reconciling a supercession of Yuan Shib-kai with a continu- Baca of pesca and good govern- ment in Chins, and we fancy that is a view which will be emphasis. ed next month at the ballots throughoat Obins on the question.
China Mail,
Foreign Competition in the
German Home Market. Even if for aaveral reasons it is impossible to replace three imports of finished and half- finished goode completely in the home country, it would appear from these figures that the home market can offer Getman industry compensation for the reduction--- in the export.to hostile countries. An increase of demande may be expected within many fields of the home market after the war; thus the demand for machines will no doubt increase. For the war has deprived the belligeren countries of much labour, notonly tempora- rily, but for good, or, in any ca48, for several years after the war. The number of killed stone bàs to bo canted in hundrede of thousands, and may, perhaps, rosch, or even excred, the million. the number of those permanently disabled from wounds and illne88 will hardly be smaller; and far-" ther, a decrease in the growth of the population must be reckoned upon for the first four years after the war. There will cons-quent« :: ly be a tangible shortage of labour after the wi; machinery must make good this shortage. Ameripa bas shown Europe the way in this “ connective.
