The War Outlook...
At no period sines the war began has the outlook been more favourable to the Allies than it is st the present time. In the ourlier stages we become accus- tomed to the see-sawing of pro- gieen on ode front and reverses on Anciber. There is no more of this. The Allies have organised their atrength in men and wunitione and in all the main theatres they have both gained and maintained the upper hand. The assumption of the supreme mili- tary o mmsad by the Emperor Nicholas rerulted in embarkation by the Russian forces upon a conater-cffensive that has brought the long series of Austro-German Facoesses in the Eastern theatre to an abrupt stop. La every sector of te long eastern front, inolad- ing the difficult terrain of the contre, the Teutonic armies are now struggling at heavy cost, not to maintain their advance, but to retain their hold upon the ground they won.

Progress in Korea. Whenever we glance at these an. nual reports, which are illustrated with a number of views of the work in progress, we think what a useful object lesson Kares must afford to her great neighbour China, President Yuan Shih-kai bas defined his policy as having three main objects, viz: (1) the inauguration of an
efficient educational system; (2) the deve lopment of the country's natural resources and the promotion of industrial enterprise; and (3) | the efficient reorganisation of the country's military forces. The laat-named is perhaps the first Lecosity, because progress and develoj ment are only possible on foundation of pasos and

security. Happily there are many indications in China as the present time of wide-spread in- terest in such a policy as the President bas so briefly formulat- ed and the earnest reformer in China may well be recommended to study the practical object Isssone along these lices which Japan is giving in Koro

The Balkans Turmoil,
It is to be hoped that the effective bombardment" that is now proceeding there will bring Bulgaria's leaders to their senses before a general rising -- which seems immirezz - takes place. among the Balgara (the majority of whom favour Russia in pre- ference to Germany) with disás- troma effect to those who have so raubly precipitated Bulgaria ›in'o the turmoil. Even against vaɛp- numerical superiority the Ser- bisue are still holding out moat gallantly, and now that the Allies are within easy distance towards rendering effective assistance the Serbiana may be relied upon to continue to cope successfully against their big and bullying neighbours. The Bulgars attacks in the bat le a Kaprali "have toan completely arrested owing in a flank cfnsive attack by French troops on the south." This statement, in conjunction with another just made to the effect that the "Serbians claim to have taken part of Uskab," points to Serbian successes that should goalong way towards determining supremacy in the Balkans, ultim- ately in the Dardanelles, and, later, in Onstantinople. There is every reason to believe that the day is not far dinient when the Allies will be completely trium- phant in the Balkans, -
