Cotton-Growing in China: The ordinary Chinese farmer does not believe în buying seed-- be much prefers to are some that be has saved himself from the last year's crop, with the result that any new variety that is in- troduced soon loses its dirtinative qualities and tends more and more every year to conform to the native stook. The supply of new seed to the growers is no doubt an excellent measure, but if it stops there it will roon loss all ita effcc- tiveness. If Chins wishes to pro- duce an adequate supply of good quality cotton, she will have continually to issue new sced at intervals, and also to ascertain that the seed issued in each district is the best adspted to the soil of that particular diatriot. This im plies a very paternal administra tion, but it is cortain that if the fate of agricultural progress is allowed to be dependent on the initiative and resource of the in- |dividual farmer, it will not long be in the balence; for this reason we are glad to see the great efforts that the Ministry of Agriculture is making in the province of Chibli, and we shall watch with interest the progress of tho pro- posed object lesson to the other provinces of Chica,

The Fate of the German Coloutes.
One cause of the war was un- doubtedly the need of more room for Germany's growing popule tion. In the New Statesman Sir Harry Johnston says that the Allies did everything in their power to meet Germany's desires for overses possessions and the German preparations for war were made because the Powera refused to present to the Father- land all that they insistently de- manded. He says: "Germany planged into war-(1) To secure a Becond oatleten the North Sea (the mouth of the Scheldi); (2) to obtain for har sister State, Austria, the hegemony of the Balkan Pen insula and the port of Salonika; |(3) for herself the whole of the Congo Basin, Morocos, much of Portugnese Africa, the greater part of Tarkey in Asia, an enlarged sphere în China, and
an eventual lien over the Datch Iodies. Prior to the war Britain, France, Bussis, Belgium, and Portugal had initialed or verbally accepted understandings with Germany which would have": greatly enlarged the area of the German domains în Africa and Asia, and which gave Austria a privileged position în "Albania, and »Germany much the "game" position in the Turkish Empire that Great Britain holds in Egypt,
