We notice that Dr. Gilbert Reid has sent the President a memor- andam in which he suggests that the boy emperor should be brought back, but that the Man- chus must not be brought back. But can the young" emperor be recalled without, sooner or later, the Manohus creeping into power? The fear of their intrusion is a fear, which China should always keep care- fally before her.* We liave seen. it stated somewhere that the Pro- sident's daughter is to be betro- thed to the boy-emperor, and it that is trus it may prove to be a straw on the wind which is worth watching. However the issue may go, the grast lesson that Okina has to learn is that the form of government-matterae deal lean than the principles of- góvörn- ment. If China can only adopt and make effective the principles of good government, the rest will not greatly matter. But she has still to lay this truth to heart.
