Slao-Japanese Relations. According to Japanese reporte the Japanese Charge d'Affairee, Mr. Obata, has opened up negotia. tions with a view to settling the -postal and telegraph problems of Sbai tung. The Chinese, it is said, are basing their attitude on the terms of the Sino-German Treaty governing such matters and ap- pear willing to settle the question on those lines. The Japanese, it is stated, are requesting certain modificationg pending the final settlement of the Tsingtan ques- Tion. It is anticipated that an amicable Bettlement will -arrived at.-Pand T.
